It comes through janma lagnapati, varsh lagnapati, traya rashi pati, muntha pati, samaya pati or lord of the time at the time when the varshphal started. When we calculatee these five and decide who is the strongest of them all we arrive at varshpati and if the Moon seems to be the Varshpati then based on the position of the Moon in Varshphal it will be decided who is Varshpati.
